1. General Provisions

1.2. The Moscow Government Prizes for Young Scientists (hereinafter referred to as the prizes) are awarded annually to young scientists for achieving outstanding results of scientific research in the field of natural sciences, technology and the humanities.

- "Mathematics, mechanics and computer science";

- "Physics and Astronomy";

- "Chemistry and materials science";

- "Biology and medical sciences";

- "Earth Sciences";

- “Sciences about man and society”;

- "Information and communication technologies";

- "Engineering Sciences".

1.5. One prize is awarded in each category.

1.6. Participants in the Competition can be young scientists - individuals who are researchers, scientific and pedagogical workers, graduate students, doctoral students, specialists and conducting scientific and scientific-technical activities in scientific organizations and educational organizations of higher education located in the city of Moscow (hereinafter - an individual ), both individually and jointly, as part of a scientific team. The scientific team submitting work for the prize must include only authors whose contribution to the creation of the work was decisive. The composition of the scientific team should not exceed 3 people.

1.8. A person has no right to apply for a prize for work for which he was nominated for or awarded another prize of state or regional significance in the field of natural, technical and human sciences.

1.10. If a prize is awarded to a scientific team, the prize is divided equally between the members of this team, and diplomas are awarded to each of them.

2.1. Candidates for participation in the Competition are nominated by scientific (scientific, scientific and technical) councils, councils of young scientists and specialists of scientific organizations and educational organizations of higher education located in the city of Moscow (hereinafter referred to as the Council).

2.2. The Council nominating a candidate for participation in the Competition prepares a submission, which is signed by the head of the Council. The date of nomination of a candidacy for participation in the Competition is the date of the Council meeting indicated in the submission at which the decision to nominate the candidacy was made.

2.4. Requirements for the form, content, timing and procedure for submitting submissions and documents attached to them are established by the Department and posted on the official website of the Department on the Internet and the media no later than 10 days before the start date for accepting submissions.

2.5. The submission must contain the following information:

Last name, first name, patronymic, date of birth, residential address, place of work and position held, contact numbers, postal address and e-mail address (if available) of an individual or members of the scientific team nominated to participate in the Competition;

Description of the work with a brief description of the main results of the work and the author's contribution of the individual or members of the scientific team to the implementation of the work.

2.6. Documents in the form of scientific publications or other documents evidencing specific results of work, the list of which is determined by the Department in accordance with paragraph 2.4 of these Regulations, are attached to the submission.

3.2. The Department accepts and registers submissions with documents attached to them, and organizes their verification for compliance with the requirements established by paragraph 2.4 of these Regulations.

3.3. If an individual or research team sends a submission or documents attached to it that do not meet the requirements established in accordance with clause 2.4 of these Regulations, the individual or research team is not allowed to participate in the Competition, of which the Department sends a notification to the specified person within no time later than 10 working days from the date of acceptance of the submission and attached documents.

3.4. If an individual or research team complies with the requirements established by paragraph 2.4 of these Regulations, the Department sends a notification to the specified person about admission to participate in the Competition no later than 10 working days from the date of acceptance of the submission and the documents attached to it.

3.5. To evaluate the information contained in the submissions and documents attached to them, and to summarize the results of the Competition in the nominations specified in paragraph 1.4 of these Regulations, the Department creates a Commission for awarding prizes of the Moscow Government to young scientists (hereinafter referred to as the Commission).

1. Approve the attached Regulations on prizes of the Government of the Russian Federation in the field of science and technology.

I. General provisions

1. Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as prizes) are awarded annually to citizens of the Russian Federation, foreign citizens and stateless persons for the following achievements:

a) research and development work that culminated in the creation and widespread use in production of fundamentally new technologies, equipment, instruments, equipment, materials and substances;

b) practical implementation of inventions that open up new directions in engineering and technology;

c) scientific research developments used in the field of exploration, mining and processing of minerals;

d) highly effective scientific and technical developments implemented in practice in the field of production, processing and storage of agricultural products;

e) high results in research, development and practical application of new methods and means in medicine and healthcare;

f) scientific, design and technological achievements in the field of construction, architecture and housing and communal services;

g) works that contribute to solving environmental and nature conservation problems;

h) research developments that help improve the efficiency of the real sector of the economy;

i) scientific and technical research and development in the interests of the defense and security of the country, the results of which are used in the creation of new military and special equipment.

2. The work nominated for the prize is accepted for consideration if there are materials and documents confirming the results achieved and their implementation in practice at least one year before the deadline for accepting the work.

3. Prizes are awarded by decision of the Government of the Russian Federation on the basis of proposals from the Interdepartmental Council for the Award of Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

5. The Council is a permanent advisory body created by the Ministry of Science and Higher Education of the Russian Federation for the purpose of reviewing works, including organizing their examination and preparing proposals for awarding prizes.

The Council is formed from among the most prominent and authoritative scientists and specialists in various fields of science and technology.

The Council consists of a presidium and sections in individual areas of science and technology (hereinafter referred to as the section).

6. To consider works on closed topics, there is a department within the structure of the Council.

The procedure for determining works on closed topics for awarding prizes is established by the Council.

7. Organizational support for the activities of the Council is provided by the Ministry of Science and Higher Education of the Russian Federation.

8. The award includes a monetary portion, a diploma and an honorary badge for the award winner.

9. The prize winner has the right to re-nominate for the prize no earlier than after 5 years.

II. The procedure for nominating works for awards

10. Nomination of works for prizes is carried out by government bodies and organizations and provides for their preliminary and comprehensive public discussion.

11. A government body or organization can nominate only one work per year for the award.

13. The determination of the applicant or composition of applicants from the total number of performers of the work is made based on an assessment of the creative contribution of each of the applicants through secret voting at meetings of scientists, scientific and scientific-technical councils or in teams of organizations where the work was directly carried out.

14. The following persons are not allowed to be included in the list of applicants:

a) who performed only administrative and (or) organizational functions during the performance of work;

b) those awarded for this work other prizes established by the President of the Russian Federation or the Government of the Russian Federation;

c) included in the team of authors who performed other work nominated in the same year for the Russian Federation Government Prize in the field of education and (or) the Russian Federation Government Prize in the field of science and technology for young scientists.

17. The work nominated for the prize, with a covering letter and the necessary materials and documents, is submitted by the government body or organization to the Council no later than February 20 of the year for which it is awarded.

The list and samples of documents attached to the work, as well as the requirements for their execution, are determined by the Council and published annually in the media when announcing a competition of works for awards.

All works are prepared in Russian.

III. The procedure for considering works nominated for awards

19. After completing the acceptance of works for prizes, the Council, taking into account the recommendations of the sections, sends the submitted works for examination. The purpose of the examination is to assess the significance of the proposed work and its compliance with the criteria provided for in paragraphs 1 and these Regulations.

The examination is organized by the Council and conducted by leading organizations of the relevant profile or experts from among prominent scientists and specialists in relevant fields of science and technology, determined by sections of the Council.

If a conflict of interest is detected, the expert is replaced.

The result of the examination is drawn up in the form of an expert opinion, which is signed by the head of the leading organization of the relevant profile or the person performing his duties, or by experts from among prominent scientists and specialists.

The results of the examination are not subject to disclosure before the Council makes a decision.

20. Review of work by sections is carried out taking into account the results of the examination.

21. The sections include members of the Council, as well as scientists and specialists who are not members of the Council. The number of Council members in one section cannot exceed one third of the total number of section members.

The result of the consideration is stated in the section minutes, which is signed by the section chairman or the presiding officer at the section meeting and the section secretary.

22. Members of the Council and sections are not nominated for awards.

Members of the Council and sections are required to report (in writing) to the Presidium of the Council about any actions (including members of the Council and sections) that are aimed at gaining advantages when considering works nominated for awards, and are dictated not by the objectivity of making a certain decision, but interest in it.

IV. The procedure for determining works for awarding prizes

The diploma of the prize winner is signed by the Chairman of the Government of the Russian Federation and certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The award winner's badge of honor is worn on the right side of the chest.

28. The transfer of the monetary portion of the prize to the laureates is carried out by the Ministry of Science and Higher Education of the Russian Federation.

29. The diploma and badge of honor of a deceased prize laureate or recipient of a prize are posthumously transferred to his family, and the monetary part of the prize is inherited in the manner established by the legislation of the Russian Federation.

The list and samples of documents attached to the work, as well as the requirements for their execution, are determined by the Council and published annually in the media when announcing a competition of works for awards.

All works are prepared in Russian.

18. The list of works accepted by the Council to participate in the competition is published in the media indicating the applicants no later than 3 months before the awards are awarded.

III. The procedure for considering works nominated for awards

IV. The procedure for determining works for awarding prizes

23. Discussion of the issue of awarding prizes takes place in 2 stages at meetings of the Council.

Discussion of works takes place openly through a free exchange of opinions. Each member of the Council has the right to speak.

24. At the first stage, all works submitted for awards are considered.

The heads of the relevant sections report on the results of consideration of the work at the Council meeting.

Works that have received, by secret ballot, at least two-thirds of the votes of the Council members present at the meeting, plus 1 vote, are allowed for further consideration.

Works accepted for further consideration (second stage) are published in the media and undergo comprehensive public discussion in organizations determined by the relevant sections.

25. At the second stage, the Council reviews the accepted works and makes a decision on awarding prizes based on reports by the heads of the relevant sections and taking into account public discussion.

The work that receives, by secret ballot, at least half of the votes of the Council members present at the meeting, plus 1 vote, is recommended for the award. If, according to the voting results, the number of works that received at least half the votes plus 1 vote turns out to be greater than the number of prizes, the works that received the largest number of votes of the Council members present at the meeting in relation to other works are recommended for awarding prizes.

26. The Council submits proposals for awarding prizes to the Government of the Russian Federation in the prescribed manner before February 15 of the year following the year for which the prizes are awarded.

After the Government of the Russian Federation makes a decision on applicants, a file is formed that is subject to storage in the prescribed manner.

V. Presentation of awards

27. Persons awarded prizes are awarded the honorary title of laureate of the Government of the Russian Federation in the field of science and technology, the monetary portion of the prize is transferred and an award set is presented, consisting of a diploma and an honorary badge of the prize laureate.

Award sets are presented in a ceremonial ceremony no later than December 31 of the year following the year for which the awards are awarded.

The diploma of the prize winner is signed by the Chairman of the Government of the Russian Federation and certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The award winner's badge of honor is worn on the right side of the chest.

ABOUT THE PRIZES OF THE GOVERNMENT OF THE RUSSIAN FEDERATION IN THE FIELD OF EDUCATION

In order to develop education, create effective teaching technologies and improve the bonus system, the Government of the Russian Federation decides:

1. Establish 10 annual awards of the Government of the Russian Federation in the field of education in the amount of 2 million rubles each.

2. Establish that the costs associated with the payment of the monetary part of the awards specified in paragraph 1 of this resolution, the production of award sets, their ceremonial presentation, the organization of competitions for works nominated for these awards, are carried out within the limits of the allocations provided for in the federal budget to the Ministry of Education and science of the Russian Federation for these purposes.

3. Approve the attached Regulations on prizes of the Government of the Russian Federation in the field of education.

4. To recognize as invalid:

REGULATIONS ON THE PRIZES OF THE GOVERNMENT OF THE RUSSIAN FEDERATION IN THE FIELD OF EDUCATION

I. General provisions

1. Prizes of the Government of the Russian Federation in the field of education (hereinafter referred to as prizes) are awarded to citizens of the Russian Federation, foreign citizens and stateless persons for achievements in the following areas:

a) the introduction of innovative developments in the field of education and the implementation of professional teaching activities at a high level, ensuring:

creation of effective teaching technologies;

conducting scientific and practical research, the results of which are reflected in scientific publications and monographs and have an effective impact on the development of the education system of the Russian Federation;

b) creation of high-quality educational publications for the education system of the Russian Federation.

2. For the competition to confirm the achievements provided for in paragraph 1 of these Regulations, works completed over the last 10 years and meeting the requirements for their use in the educational process in cases provided for by the legislation of the Russian Federation on education, after their publication in the press and practical application, are nominated in teaching activity for at least 3 years, including materials and documents containing relevant developments and (or) confirming the results achieved (hereinafter referred to as works).

3. Prizes are awarded by decision of the Government of the Russian Federation on the basis of proposals from the Interdepartmental Council for the Award of Prizes of the Government of the Russian Federation in the field of education (hereinafter referred to as the Council).

4. The Council is a permanent advisory body created by the Ministry of Education and Science of the Russian Federation for the purpose of reviewing works, including their examination and preparing proposals for awarding prizes.

The Council is formed from among the most prominent and authoritative scientists and specialists and consists of a presidium and expert commissions in certain areas.

Meetings of the Council and the Presidium of the Council are considered valid if at least two thirds of the members of the Presidium and the Council are present at them, respectively.

Decisions of the Council and the Presidium of the Council are documented in minutes, which are signed by the Chairman of the Council or the person presiding at the meeting and the Secretary of the Council. The minutes indicate the dissenting opinion (if any) of the members of the Council and the Presidium of the Council.

5. Organizational support for the activities of the Council is provided by the Ministry of Education and Science of the Russian Federation.

6. In November of the year preceding the year for which the prizes are awarded, the Council announces through the media the holding of the next competition of works for the prizes. (clause 6 as amended by Decree of the Government of the Russian Federation dated June 21, 2014 N 570)

7. The prize includes a monetary reward, a diploma and an honorary badge for the prize winner.

8. Prize winners cannot be nominated for the prize again.

II. Procedure for nomination for the award

9. Nomination of works for the prize is carried out by government bodies of the Russian Federation, government bodies of constituent entities of the Russian Federation and organizations (hereinafter referred to as government bodies and organizations, respectively) and provides for their preliminary and comprehensive discussion with the participation of representatives of state-public associations operating in the system education, leading educational and scientific institutions, scientific and pedagogical communities, associations of employers and institutions of public participation in education management.

10. Each government agency or organization may nominate only one work for the prize in the year for which it is awarded.

11. If the performer of the work is a team of authors, the number of applicants for the prize should not exceed 10 people.

12. The determination of the applicant or the composition of applicants from the total number of performers of the work is made based on an assessment of the creative contribution of the applicant through secret voting at meetings of academic councils or in teams of organizations in which the work was directly performed.

13. The following persons are not allowed to be included in the applicant pool: those who performed only administrative and (or) organizational functions in the process of performing the work;

those awarded for this work other prizes established by the President of the Russian Federation or the Government of the Russian Federation;

14. In the event of a prize being awarded to a team of authors who performed the work submitted for the prize, the monetary reward is divided equally between the prize laureates, and a diploma and an honorary badge of the prize laureate are awarded to each of the laureates.

15. A work that does not pass the competition may be nominated for the prize one more time. In this case, the paperwork is completed again.

16. The work nominated for the prize, with a covering letter and attached documents, is submitted by government authorities or organizations to the Council no later than March 20 of the year for which it is awarded.

The list and samples of documents attached to the work, as well as the requirements for the execution of documents, are determined by the Council and published annually in the media when announcing the competition for works for the prize.

All works are prepared in Russian.

17. Review of received works by the Council, including examination of works, preparation of proposals for awarding prizes and their submission to the Government of the Russian Federation, is carried out until July 15 of the year for which the prize is awarded. (as amended by Decree of the Government of the Russian Federation dated June 21, 2014 N 570)

After the Government of the Russian Federation makes a decision, a file is created for each applicant that is subject to storage in the prescribed manner.

III. The procedure for considering works nominated for the prize

18. Upon completion of the acceptance of works for the award, these works are submitted for preliminary consideration by the Presidium of the Council to form a list of works for the award in one of the areas specified in paragraph 1 of these Regulations. The criterion for inclusion in this list is compliance with the conditions, procedures and deadlines for the provision of work established by these Regulations, as well as the requirements for the execution and completeness of documents provided for in paragraph 16 of these Regulations.

The decision of the Presidium of the Council to include nominated works in the list of works for the prize is documented in a protocol.

19. In accordance with the list of works for the award, the Council sends works for examination. The purpose of the examination is to assess the significance of the proposed work and its compliance with the criteria provided for in paragraphs 1 and 2 of these Regulations.

The examination is carried out in 2 stages.

At the first stage, the examination is organized by the Council and carried out by leading organizations of the relevant profile or individual experts from among prominent scientists and specialists, the list of which is determined annually by the expert commissions of the Council.

The result of the examination is drawn up in the form of an expert opinion, which is signed by the head of the leading organization of the relevant profile or the person performing his duties, or by experts from among prominent scientists and specialists. For each work, 2 expert opinions must be obtained, prepared independently of each other. Works for which 2 negative expert opinions have been received do not participate in the second stage of examination and are not submitted to the Council meeting.

At the second stage, the examination is carried out in certain areas by expert commissions formed by the Council, which also include scientists and specialists who are not members of the Council. The number of Council members in expert commissions cannot exceed one third of the total number of members of expert commissions. A meeting of expert commissions is considered competent if at least two thirds of the members of the expert commissions are present.

If a conflict of interest is detected, the expert is replaced.

The result of the examination is stated in a reasoned conclusion of the expert commission, which is signed by the chairman of the expert commission or the person presiding at the meeting and the secretary of the expert commission. A member of the expert commission who does not agree with the conclusion of the commission is obliged to express a special opinion in writing, which is attached to the case materials.

Members of the expert commission bear personal responsibility for the conclusion they give.

Expert opinions and a reasoned conclusion of the expert commission must contain an unambiguous conclusion about the significance of the proposed work and its compliance with the requirements provided for in paragraphs 1 and 2 of these Regulations.

The results of the examination are not subject to disclosure until the Council’s decision is made.

20. Taking into account the conclusions received, the expert commissions prepare proposals for discussing the work at a meeting of the Council.

Works for which one negative expert opinion and a negative opinion of the expert commission have been received are not submitted to the Council meeting.

Proposals of expert commissions are documented in a protocol, which members of the Council familiarize themselves with no later than a month before the day of the Council meeting on the issue of awarding prizes. The information contained in the protocol is not subject to disclosure.

21. Members of expert commissions are not nominated for the award.

IV. The procedure for determining works for awarding a prize

22. Discussion of the issue of awarding prizes takes place at a meeting of the Council.

A report on the results of consideration of the work is presented to the members of the Council by the heads of the relevant expert commissions.

Discussion of works takes place openly through a free exchange of opinions. Each member of the Council has the right to speak.

The work that receives at least half of the votes of the Council members present at the meeting, plus one vote, is recommended for award. If, according to the voting results, the number of works that received at least half the votes plus one vote turns out to be greater than the number of prizes, the works that received the largest number of votes of the Council members present at the meeting in relation to other works are recommended for award.

V. Presentation of awards

24. Persons awarded the prize are awarded the honorary title “Laureate of the Government of the Russian Federation in the field of education”, and are given a monetary reward, a diploma and an honorary badge of the prize winner.

The awards are presented in a ceremonial atmosphere. Prizes are presented on Teacher's Day (October 5) of the year for which they are awarded. (as amended by Decree of the Government of the Russian Federation dated June 21, 2014 N 570)

The diploma of the prize winner is signed by the Chairman of the Government of the Russian Federation and certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The award winner's badge of honor is worn on the right side of the chest.

The monetary portion of the prize is transferred to the laureates by the Ministry of Education and Science of the Russian Federation.

The diploma and badge of honor of a deceased prize laureate or recipient of a prize are posthumously transferred to his family, and the monetary reward is inherited in the manner established by the legislation of the Russian Federation.
