Co-financing under the Comfortable Urban Environment program. Implementation of the priority project “Formation of a modern urban environment. "Formation of a modern urban environment"

During the election campaign to the State Duma in 2016, one of the most frequently asked questions during meetings with voters was the issue of landscaping courtyards and creating a comfortable urban environment.

The condition of the courtyard areas of apartment buildings affects the interests of a huge number of residents in cities and large villages, so increasing residents’ satisfaction with the quality and comfort of the urban environment has become one of the priorities.

The project is aimed at the gradual improvement of courtyard areas and iconic places of public recreation in the centers of the constituent entities of the Russian Federation and municipalities based on requests and initiatives of residents, ensuring public control at each stage of the implementation of improvement programs.

At a meeting of the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects on November 21, 2016, the passport of the priority project “Formation of a comfortable urban environment” was approved.

Over 20 billion rubles have been allocated from the federal budget for 2017 for the implementation of the priority project.

The main implementers of the priority project are the Russian Ministry of Construction, constituent entities of the Russian Federation and local governments.

As part of the implementation of the priority project “Formation of a comfortable urban environment”, the federal budget provides for the allocation of a subsidy to the Ryazan region in 2017 to support the state program and municipal programs for the formation of a modern urban environment in the amount of 200,904,700 rubles. and to support the development of places for mass recreation of the population (parks) RUB 3,024,131.

Co-financing from the regional budget for the Ryazan region is established by the Decree of the Government of the Russian Federation and amounts to 22%.

To ensure co-financing, the law “On the regional budget for 2017 and the planning period 2018-2019” provides for the allocation of regional budget funds in the amount of 56.665 million rubles. for the improvement of courtyard areas of apartment buildings and public areas of municipalities, as well as 853 thousand rubles. for parks, total 57.518 million rubles.

At least 2/3 of the total amount of funds should be used to co-finance measures for the improvement of courtyard areas of apartment buildings; 1/3 of the funds should be used to co-finance the improvement of the most visited municipal public territory of the settlement (park, main street, square, embankment and others), subject to improvement.

General information about the program “Formation of a comfortable urban environment.”

This program began working in 2017. There are two main areas of funding for the program:

1. landscaping of courtyard areas;

2. improvement of public places.

Funds are allocated for any type of work as part of landscaping, however, work on installing a hard surface, installing benches, trash bins and street lighting do not require mandatory co-financing; all other work (arrangement of playgrounds, installation of small architectural forms, etc.) require co-financing in an amount of at least 10%. These funds can be provided by interested parties (residents of the locality, individual enterprises, legal entities).

Within the framework of this program, co-financing must also come from the municipal budget in the amount of at least 5%.

Roadmap for preparing documentation for submitting an application under the “Formation of a Comfortable Urban Environment” program (for settlements with a population of more than 1000 people):

1. Conducting meetings with citizens on the following issues:

Providing information about the program “Formation of a comfortable urban environment”;

Providing information about the need for citizens to submit applications for the repair of courtyard areas and public places in order to participate in the program (form attached). A mandatory condition is the presence of representatives of United Russia and (or) the Housing Inspectorate. The deadline is September 1.

2. Determination (Creation) of the composition of the commission, which will determine the priority of construction work. The deadline is August 15.

4. Creation of a draft municipal program “Formation of a comfortable urban environment for 2018-2022” (sample attached). The deadline is October 1.

5. Publication of the draft program on the official website. Monetary resources of rural settlements are indicated.

6. Adoption of the program “Formation of a comfortable urban environment for 2018-2022.” The deadline is December 1, 2017.

7. Development of design documentation for courtyard areas (plan diagram) and estimates, followed by verification in the pricing department of the Main Department of Architecture and Urban Planning of the Ryazan Region. The deadline is November 1.

Development of passports for the improvement of courtyard areas, public areas, passports for the improvement of territories of individual residential development and territory managed by legal entities, individual entrepreneurs and passports for the improvement of settlements (form attached). The deadline is October 1. The information in the passports must correspond to the design documentation.

Taking into account the fact that Moscow’s expenditures under the item “improvement” usually amount to 8-10% of the federal ones, the announced amount is ​30 billion rubles. for the improvement of all Russian cities “looks insignificant,” says Aleksey Nebolsin, a member of the presidium of Support of Russia. In 2016, about 40 billion rubles were spent on improvement in Moscow alone, but at the same time, of course, the capital’s tax revenues are disproportionately higher than other Russian cities, says Nebolsin.

As follows from the passport of the priority project, if the budget funds provided for by the program for creating a comfortable urban environment are not enough, citizens and business representatives can be involved in co-financing. To this end, by March 1, 2017, changes must be made to the legislation that will clarify what powers local authorities will receive in order to shift the responsibility for maintaining adjacent territories to the owners, the project passport says.

The project provides for the compilation of a public rating of the livability of municipalities, which will draw attention “to solving one of the key problems of the current state of urban infrastructure - its aggressiveness and discomfort for people.” The ultimate goal, as stated in the document, is “to encourage citizens themselves and business representatives to be involved in the implementation of measures for the improvement of municipalities, including financially.”

An RBC interlocutor close to the government explained the intention of the project’s authors: citizens and companies will have the opportunity to submit applications to municipalities for landscaping, after which they will organize the necessary work. Property owners don't necessarily have to chip in. For example, they can take part in a cleanup event, says RBC’s interlocutor. According to him, Deputy Prime Minister Dmitry Kozak, who is the direct supervisor of the project, “has long and systematically promoted the idea that owners should maintain the facades of their houses and the surrounding area in order.”

A representative of Dmitry Kozak told RBC that there is no final documentation for the project yet. “The project is still being studied, it is in progress, decisions have not been made yet,” he emphasized.

Andrei Chibis did not answer RBC’s questions regarding the proposed co-financing of improvement projects by the population. At the same time, he confirmed that the project unconditionally invites citizens to participate in decision-making on the choice of concept and design layout of “iconic objects” for improvement. “In addition, we are developing mechanisms to encourage the active participation of both citizens and businesses in such projects,” Chibis told RBC.

Previously, State Duma deputies from United Russia, who had the opportunity to familiarize themselves with the project passport, expressed dissatisfaction with the inclusion in the document of a clause on co-financing of improvements by citizens, a source told RBC in the lower house of parliament. “Deputies argued with officials about this item, but they failed to get it removed,” said RBC’s interlocutor.​

Extortions by agreement

Currently, improvement standards are regulated by the provisions of the Town Planning Code. At the same time, existing standards do not allow us to fully ensure a comfortable urban environment, says Olga Shirokova, director of the Knight Frank consulting department. However, market participants surveyed by RBC do not know of examples where the obligations of developers for the improvement and maintenance of the nearby territory were legally enshrined. In their opinion, the participation of companies and citizens in creating a comfortable urban environment is entirely voluntary all over the world.

In many developed countries, the development of territories is usually carried out by the municipality, and the developer gets involved later, receiving appropriate compensation, says Pavel Bryzgalov, director of strategic development at FSK Leader.

In Russia, the Moscow authorities have achieved the greatest success in co-investing in the improvement of urban spaces, says the director of the consulting and assessment department of S.A. Ricci Alexander Morozov. “It happens that when approving a project, the authorities may offer the developer to build a park next to the future shopping center,” says the expert. The issue of further costs for maintaining the park is decided in each case individually. “After the commissioning of a residential facility, the surrounding area is usually divided into two parts. The adjacent territory is managed by the management company, while everything else - streets, squares and so on - is operated by the municipality, since it is too expensive for residents,” says Bryzgalov.

According to MR Group Marketing Director Evgenia Starkova, developers consider the costs of creating parks or public gardens “as an investment in the future,” since the green area near a residential complex creates a reputation for the developer and guarantees interest in his subsequent projects.

It is possible that the authorities are seeking to transfer the capital’s experience throughout Russia, notes Mikhail Kaplun, director of CBRE’s construction management department. In his opinion, this is justified only in relation to new development projects. “At the same time, the requirement for the maintenance of the adjacent territory to the owners of existing objects looks rather like additional levies on business,” says Kaplun. The expert raises questions about co-financing of improvements from citizens. “This is only possible in wealthy countries like Germany, but not in the Russian outback,” Kaplun concludes.

Delayed effect

Experience shows that business representatives often suffer losses even if the authorities are involved in the improvement of nearby areas. Thus, during the implementation of the “My Street” program in Moscow, the traffic of street retail stores in the reconstruction zone decreased by an average of 20%, specialists from Watcom Shop Mechanics recorded. At the beginning of July, tenants of stores in the city center recorded a drop in turnover of 30-50%. They asked to reduce the rent by 50%, but the owners of the premises rarely agreed to discounts of more than 10-20%, Victoria Kamlyuk, director of street retail at Knight Frank, told RBC. However, after the reconstruction is completed, in 2016-2017, traffic may increase up to 30%, analysts from the consulting company Magazin Magazin predicted.

Svetlana Kalinina, a member of the ONF Central Headquarters, chairman of the regional public movement to protect the rights of homeowners “Our Home,” and an expert of the ONF working group “Quality of Everyday Life” visited Veliky Novgorod on a working trip. Over the course of two days, she studied how the “Comfortable Urban Environment” program is being implemented in the Novgorod region, managing to communicate with officials, deputies and local residents.

As soon as she arrived in the region, Svetlana Kalinina asked to be shown to the nearest regional center and went to Shimsk.

“What struck me was that in small towns there are no sidewalks and children are forced to walk to school through mud and nettles,” she shared her impressions.

Following the trip to Shimsk, a member of the ONF Central Headquarters also called for paying close attention to the areas adjacent to schools, open manholes, the operation of storm drains and unkempt bus stops.

Then the expert held several meetings with residents of apartment buildings whose courtyards are planned to be improved as part of the program this year. The first conversation took place in the courtyard of the house at 14/32 Popova Street.

In 2017, we are launching the “Comfortable Urban Environment” program. We need to understand whether residents are ready for it, whether municipalities and regional authorities are ready? We want to examine and eliminate the risks so that the 2018-2022 program runs smoothly. The President indicated specifically: the opinion of citizens should be a priority when forming the program, - this is how Svetlana Kalinina formulated the goals of the visit. “And in the end, here I saw that the residents are still unhappy.

Then, a member of the ONF Central Headquarters visited the Northern Microdistrict, where she talked with representatives of the local Public Council, the activists of the Lugovoy residential complex with the participation of the deputy of the Novgorod Regional Duma Andrei Lomanov and the deputy of the City Duma Svetlana Petrova.

Residents talked about how the area near the pond, through the efforts of the Community Council, managed to avoid development with high-rise buildings and be included in the “Comfortable Urban Environment” program. According to citizens, during the implementation of the program, many important issues are discussed without their participation. In addition, the principle by which money was divided for the improvement of parks and public gardens is not transparent:

People are not entirely happy with the way the amounts were distributed to the territories included in the program. Thus, the territory near “Lugovoy” took second place in the voting on the administration’s website, but received only about 4 million, says City Duma deputy Svetlana Petrova. - We hope that during the implementation of the program in 2018-2022, the wishes of citizens will be taken into account in the preparation of design and estimate documentation and this object will become a priority.

Residents are also concerned that construction of several facilities has begun around the future park. Indeed, construction fences can already be seen here.

The policy of the regional department of property relations is not entirely clear,” notes regional Duma deputy Andrei Lomanov. - While federal and municipal programs for the improvement of parks and squares are being developed, people are actively discussing them, it turns out that some plots of land have already been “torn out” from the territories of future parks and given over for development. At the same time, this is done behind the scenes; no one consults with the residents. I would like the department, when allocating land plots, to coordinate its decisions with the city administration, consult with residents and act in their interests. For example, this is exactly what happens in Moscow, when plots of land are not built up in a spotty and chaotic manner, but, on the contrary, are freed up for the organization of recreational areas on them.

Many questions that citizens ask relate to the improvement of courtyard areas. Thus, the chairman of the HOA at house 120 on Bolshaya St. Petersburgskaya Street, Tatyana Kuznetsova, complained that she did not understand why her yard was not included in the list, although it was in clearly unsatisfactory condition and the application was drawn up correctly. According to Svetlana Kalinina, information about what criteria yards and territories did not have enough to be included in the list should be published in the public domain.

However, a member of the ONF Central Headquarters called on people to be patient, recalling that every region and every district has its own problem areas:

85% of households in the country require financial investments. This year we will repair 0.6%. - she said.

Having answered all the residents’ questions, the expert recommended re-submitting an application for inclusion of the area near the pond in the improvement program for 2018-2022. Let us remind you that earlier the activists of the microdistrict managed to get the pond into zone P4 in order to exclude the possibility of its further development. This issue will be brought up at the next meeting of the City Duma.

One of the main issues that Kalinina intends to draw attention to is the percentage of co-financing for the improvement of courtyards from citizens:

Of course, we understand that 90% is an exorbitant figure, which is definitely not aimed at the benefit of people. Those who can pay that much have long since built and landscaped their own cottages,” she says. - The highest figure I have seen in the regions is 13%. Residents of Nizhny Tagil independently made this decision. I believe that this criterion should be revised here. We will express this position to the leadership of the Ministry of Construction and the regional government. Your citizens are ready to go to community cleanups and hire workers, so you should also include such a criterion as “physical participation.”

The expert also noted that the procedure for maintaining landscaped areas has not yet been determined.

Kalinina voiced these and other conclusions as part of a round table on improving the urban environment, which was attended by social activists of the city and region, government officials, and experts.

The expert spoke rather harshly about the principles of land surveying that residents told her about:

To impose the ownership of neighborhood thoroughfares on citizens and otherwise refuse to accept documents for participation in the program is simply a violation. “I ask you to reconsider this position,” she said.

The member of the ONF Central Headquarters was also surprised by the criterion according to which the owners must carry out land surveying themselves.

If there are holes in the legislation that impede the implementation of the program, then the ONF round tables should become a connecting thread in eliminating them, says Svetlana Kalinina.
